Self-excited vibration between tool and work that cuts a regular rippled pattern into the surface, and sounds like it. It is a rigidity problem, not a sharpness problem: the fix is a shorter tool, a tighter fixture, or a feed and speed that moves the cut off resonance. Never more force.
